When conducting research in Economy and Development Bureau, Mayor Xu Huajiang said that the government should be aware of the urgency, responsibility and initiative in industrial upgrading. While arranging and implementing policies, the government should unswervingly push forward the industrial upgrading so that genuine achievement would be made and advantage in terms of regional economical development would be played in full swing. Vice mayor Hu Jianguo also conducted the research with the mayor.
After hearing a report on industrial upgrading and emerging industrial clusters, Xu spoke highly of achievements made in the past few months. Xu said that industry is the economic mainstay of Cixi. Whether it was required by the industrial development or by economic development trend at home or abroad, the economic development in Cixi could win an initiative only when an industrial upgrading would have been completed. The government should be aware of the urgency, responsibility and initiative in industrial upgrading so as to find new ways, new measures of upgrading and finally make success in industrial upgrading.
Xu said that in pushing forward industrial upgrading, enterprises would play a major role while the government would provide guidance and lay an emphasis on implementation so that a real success would be made. On the one hand, the government would cultivate emerging industries and make it clear which would be the preference in cultivating new industries. The government would provide favorable polices and effectual guidance in introducing new industries so that they could become a new growth pole in economic and social development. On the other hand, the old and traditional industries would be upgraded. On the basis of current industrial advantage, new carriers of development would be sought. Upgrading in such main industries as electric appliance will be emphasized so that they could improve their innovation ability. The government would also wash out outdated industries. The government would make a concrete plan and make energy saving and emission reduction as a carrier so that the government could try every means to wash out outdated industries and finally improve the benefit of economic development. The government would also improve the level of attracting foreign investment, which would play an important part in industrial upgrading. The government would conduct a research on the mechanism of introducing foreign investment so as to creatively do a good job in introducing foreign investment. Finally, the government will speed up the construction of industrial clusters, which was of great significance in industrial upgrading.
Xu said that the government would not only provide guidance and favorable policies, but also provide relevant necessities and service so as to create better conditions and environment for industrial upgrading. Officials from such departments as reform, national territory, planning and financing also took part in the research.
