The financial crisis last year gave Cixi a chance to develop its foreign trade. Although the crisis is still there, Cixi government is now making two policies so as to push forward the development of foreign trade. Six departments and institutions which took part in the policy making included Finance Bureau, National Tax Bureau, Ningbo Customs (Cixi Office), Inspection and Quarantine Bureau, People’s Bank and Foreign Exchange Management Bureau. The three policies, one concerning development mode transition of foreign trade, one concerning polices on supporting open-oriented economy, and the third concerning financing policies, are expected to help solve problems and difficulties in foreign trade enterprises.

　　Innovation, branding and marketing have always effective measures in establishing regional brand. To encourage foreign trade enterprises to have a share in international markets, the government will provide subsidy for enterprises which take part in international exhibitions held by Cixi Foreign Trade Bureau. When registering their brands in different foreign countries, enterprises will also get rewarded. In order to encourage enterprises to employ international designing masters, the government will also provide a certain amount of subsidy.

　　Enterprises are encouraged to optimize their product structure so as to provide a channel through which the foreign trade will be developed in a different way. Export will be increased. Energy saving and emission reduction will be promoted and green economy will be developed on the basis of supporting the development of machinery and electronic appliance and consumer goods. Export of high-tech products will be encouraged so as to enhance the diversity of markets and explore new markets in Russia, Brazil and Africa. At the same time, enterprises are encouraged to establish international marketing network by means of merging and investing. The government will provide subsidy for enterprises which setting factories and research centers in foreign countries and those enterprises which develop resources and intend to merge and add their investment.

　　The government will introduce high-level talents on the basis of innovating mechanism of cultivating foreign trade talents. The government will put emphasis on cultivating management personnel and professional talents. The government intends to cultivate a team of international talents who can survive development mode transition and international change. The government will also widen the channel for introducing talents so as to attract more high-level talents and talents in great need. While emphasizing talents recruitment fairs, the government will seek talent in foreign lands and finally develop foreign trade depending on talents.
