At present, Cixi is promoting its program of scale management and perfecting approval of land transfer. At the same time, the government is also putting forward detailed policy on land management and establishing a new guide center. In Longshan and other three towns, there have been reserve center for land transfer. In 2010, 321,000 mu land was put into transfer, accounting for 59.5% and the total amount of land transfer accounted for one quarter in Ningbo and one fifth in the province. The area of scale management reached 323,000 mu, accounting for one third in Ningbo.

　　Cixi promoted the development of five zones, including forest zone in south part and an ecological zone. Besides, they also promoted the construction of bases of vegetable and fruit for export. What’s more, they have initiated the program of 2 mainstay industrial modal areas and four special agricultural gardens. While focusing on the construction of a modern agricultural development zone along Hangzhou Bay, they have also made efforts to attract investment numbering 136,000,000 Yuan.

　　Cixi has also strengthened its Dragon Program in which they organized enterprises to apply for 12 technological reform projects. There have been one more provincial leading enterprise and three prefectural leading enterprises. They also promoted the normalization of professional co-operations. There have been an addition of three modal cooperations and 22 family farms and 3 cooperations have entered the Top Ten list of advanced agricultural cooperations. While cultivating more talents, they have also made policies to attract university graduates. They offer 20,000 Yuan for each graduate with 2,000 Yuan for buying medical and unemployment insurance and pension. There have been 53 university graduates who have signed agreement with local farmers.
