Project Planning, Background and Construction Conditions:
1. Xinchaotang Block: Covering an area of 4697 Mu/3131 k㎡, it begins with Youth Palace North Road in the east (part to the New An River), Northern Third Ring Road in the south, faced with Sanzhao River in the west and ends with Zongheng Road in the north (Jiepai comprehensive reconstruction project within the boundary has already began to be built ). Combining living, ecology and leisure together, the block is planned to be build into a modern large coastal living area in the northern urban area which not only keeps in traditional spatial order but also meets the living standards of multi-level people.
2. Mingyue Lake Block: Covering an area of 2367 Mu/1578 k㎡, it begins with the Third Ring Road in the east, Northern Third Ring Road in the south, faced with eastern red line boundary of the planning area of Commodity Market Park in the west and ends with Zhongheng Road in the north. Combining the functions of leisure and entertainment, an important living functional block with a sound ecological environment is planned to be built in northeastern central urban area.
3. Wushan Block: Covering an area of 743 Mu/495 k㎡, it begins with Wushan Road and Jinshan Road in the east, Qianying Road in the south, faced with Hushan River and ends with Southern Second Ring Road in the north. Aiming at showing the folk collection culture and intangible cultural heritage, a functional area with regional cultural features of Cixi and sound natural ecological environment is planned to be built.
4. Majia Road Block: Covering an area of 2038 Mu/1359 k㎡, it begins with Xinhua Road in the east, Xintang Road in the south, faced with Miaoshan River in the west and ends with Northern Third Ring Road in the north. Aiming at providing commercial residential committee service function, a street residential living service center and a commercial service center are planned to be built.
5.Wanmufan Block Covering an area of 3585 Mu/2390 k㎡, among which 200 Mu is tourism land, it begins with Meilin Road in the east, Northern Third Ring Road in the south, faced with Eastern Third Ring Road in the west and ends with Zhongheng Road in the north. Based on constructing a botanical garden and agricultural experiencing park, “City Green Lung” of central urban area is planned to be built, making it an ecological leisure block combining agricultural sightseeing experiencing and ecological tourism together.
6. Baisha Block: Covering an area of 3118 Mu/2079 k㎡, it begins with Eastern Third Ring Road in the east, 329 National Road in the South, faced with New City Avenue in the west and ends with Development Avenue in the north (including the eastern extensive comprehensive reconstruction project which has already began to be built in Northern Second Ring Road). A city comprehensive functional block with fashion breath and modern style is to be built, combining administrative office, culture and physical education, commercial office, ecological tourism and leisure, living and residence together.9. Longxing Block ( Alternative Block ): Covering an area of 3316 Mu/2211 k㎡, it begins with Eastern Third Ring Road in the east, Qianying Road in the south, faced with New City Avenue in the west and ends with 329 National Avenue in the North. A comprehensive functional block with distinctive cultural atmosphere is planned to be built combining various functions including culture, education, commerce and living.

7. Sandong Bridge Block: Covering an area of 4677 Mu/3118 k㎡, it begins with Eastern Third Ring Road in the east, Development Avenue in the south, faced with Liuzhao River in the west and ends with Northern Third Ring Road in the north. A commercial entertaining functional block is to be built combining commerce, residence and business together.
8. Sanpeng Bridge Block ( Alternative Block ): Covering an area of 1384 Mu/923 k㎡, it begins with Jiaochangshan Road in the east, 329 National Avenue in the south, faced with Western Second Ring Road in the west and ends with Gardener’s Road in the north ( the western extensive project within the block has already began to be built). A living block with commercial and leisure functions is planned to be built.
