According to news from the Cixi High-tech Zone, the Ministry of Industry and Information Technology recently approved the establishment of a second Sino-German Small-and-Medium-Sized Enterprises Cooperation Zone. Pivoting on the High-tech Zone, Cixi will strive to promote all-round cooperation between China and Germany. With the full synergy between “made in Cixi” and “made in Germany”, Chinese and German SMEs will achieve “seamless” cooperation.
“With years of struggle and hard work, we dare to fight for practical results”— it is precisely with such conviction and determination that Cixi has stood out from among the country’s many applicants to successfully secure the settlement of the Sino-German SME Cooperation Zone in the city. The core area of the cooperation zone will be located in the Cixi High-tech Zone, with a planned area of 22 square kilometers. According to the plan, it will mainly engage in the businesses of autos and auto parts, smart equipment, new materials, life and health, military and civilian integration, etc. It will gather a group of intelligent manufacturing system integration companies with outstanding technical advantages and rapid service response, forming an intelligent manufacturing demonstration area for the German “Industry 4.0”. And after gathering a group of first-rate technology-based SMEs, it will evolve into an international-level industrial cluster.
Cixi has already laid a solid foundation for cooperation with Germany. In 2017, the city counted 4.29 billion yuan in export to Germany, and 398 million yuan in import. A total of 13 Cixi companies have made investments in Germany that combined reached more than 130 million U.S. dollars, and more than 1,000 companies in the city have cooperation projects with German partners. The Cixing Group in the high-tech zone, for example, has provided supporting bearings for Mercedes-Benz and BMW for many years. It also established the Hamburg-Würzburg R&D Center in Würzburg, Germany, and hired experts from the world-famous bearing manufacturer GWR to jointly develop a top-level precision bearing factory.
Once the phoenix trees are planted, a phoenix is sure to come. Last year, the total industrial output of the Cixi High-tech Zone reached 5.346 billion yuan, an increase of 34% year-on-year. Meanwhile, 26 enterprises began operation, completing a fixed asset investment of 2.51 billion yuan. Twenty-one projects were submitted to and passed by the Municipal Industry Development Management Leading Group. Thirteen industrial projects for land supply were completed and 589.79 mu of land was transferred. And the construction of the two major ad hoc parks, the Life and Health Industrial Park and the Civil-Military Integration Industrial Park, continued to develop steadily, pushing forward several key projects in the meantime. Enterprises in the region were flourishing: Jianxin Nuclear Magnetic won the second prize for national technological inventions; Jiangyan Intelligent Research successfully developed the most advanced automobile hybrid power production line in China, filling the domestic gap; and three companies including Zhongda Motor went public, which will be joined by more companies that have already finished or will finish their share reform.
The settlement of the core block of the Sino-German (Cixi) SME Cooperation Zone in the Cixi’s Hi-tech Zone has significant meanings for the latter’s development. SMEs are the backbone of Germany's advanced manufacturing industry. Cixi High-tech Zone can build on this platform, and through the “seamless integration” between Chinese and German companies, it can connect to the high-end industries of advanced countries in the world, utilizing their advanced technology and experience to satisfy the needs of faster industrial transformation and upgrading. With the introduction of finer international technical standards, equipment and talents, the High-tech Zone will be able to bring its existing industries to higher levels and promote the transformation and upgrading of regional industries.
At the same time, the High-Tech Zone will take this opportunity to upgrade its overall industrial capabilities and optimize its investment environment. Together with the effort to build a “Made in China 2025” Demonstration City, it will fully draw on the advanced modes of German SMEs in the SME service system, the SME entrepreneurship and innovation base construction, technological innovation, financing services, and talent training, etc. By doing so, it will create a unique industrial park that can drive the overall development of the city’s SMEs and let the city's industrial economy take off once again.
