In order to further enhance flood prevention awareness and emergency response capabilities in the field of housing construction, and strengthen the safety production defense line during the flood season, Cixi recently launched a city-wide emergency drill for flood and typhoon prevention in housing and municipal projects, as well as an observation activity on enhancing emergency response capabilities in emergency rescues, comprehensively opening the prelude to flood prevention and emergency work in the field of housing construction.
The emergency drill began with the simulated release of a typhoon warning by the Municipal Flood Control and Drought Relief Command Center. The Project Flood Control Emergency Command Center has established a general commander, an emergency rescue team, a security team, a medical support team, an evacuation guidance team, an observation and inspection team, and a material reserve team to be ready for emergency rescue at any time.
This drill simulated the situation of flood control and typhoon disaster prevention at construction sites, combined with collapse of foundation pits, water ingress into foundation pits, and workers being buried, etc.. The emergency plan was quickly activated and support was requested from superiors. Members of each emergency team urgently gathered to carry out flood control and disaster relief work in an orderly manner. Multiple external rescue teams rushed to the scene to carry out rescue work, successfully transferring trapped personnel on site, setting up water blocking cofferdams, and quickly completing on-site personnel evacuation and emergency drainage tasks of foundation pits. The injured were promptly transported to the designated hospital of the project, and the danger was controlled. The drill achieved expected effect.
The entire process of the drill was combined with the application of digital intelligent management. Through timely communication between the government and enterprises, the Kanzhong project department carried out personnel scanning statistics, accident reporting, organization of rescue, transportation of injured persons, personnel evacuation, personnel settlement, etc. in an orderly manner based on the response level and working requirements received in the intelligent system. The response work at all stages of flood and typhoon prevention and emergency response for emergency rescue were successfully completed, fully reflecting the practicality and efficiency of the intelligent system in emergency management.
It is learnt that the Municipal Housing and Urban-Rural Development Bureau, took advantage of the National Safe Production Month, has established a flood prevention emergency work leading group in accordance with the requirements of "horizontal to the edge, vertical to the bottom", to strictly implement the team leadership, emergency drills, problem investigation, material reserves and other flood prevention emergency preparation work. Through strict and continuous supervision and inspection, responsibilities are tightened and compacted to ensure that responsibilities are well shouldered, measures in place, and tasks fully implemented, truly making preparations in advance and laying a solid foundation for a safe flood season in the housing construction field.
