Yesterday morning, the "three meetings" conference, bringing together supervising leaders, leading handlers, and representatives, was held to address key suggestions from the Fourth Session of the 18th Municipal People's Congress. Zhang Cheng, Deputy Secretary of the CPC Cixi Municipal Committee and Mayor of the Cixi City, attended the event and delivered a speech. Sun Bainan, Director of the Municipal People's Congress Standing Committee, presided over the meeting, and Vice Mayor Bao Baiyi participated in the event.

After the Fourth Session of the 18th Municipal People's Congress, a total of 418 suggestions from representatives were assigned for handling, with the Municipal People's Congress Standing Committee identifying 7 categories for key supervision. Among them, representatives Yu Jianquan and Fan Hongfeng put forward suggestions on the theme of "continuously optimizing a law-based business environment", covering aspects such as building a foreign-related legal service brand and strengthening compliance construction for private enterprises. These suggestions were assigned to Mayor Zhang Cheng as the lead handler and supervised by Sun Bainan, Director of the Municipal People's Congress Standing Committee. At the meeting, handling units such as the Municipal Bureau of Justice, the Bureau of Economy and Information Technology, the Bureau of Human Resources and Social Security, the Bureau of Commerce, the Market Regulatory Administration, and the Federation of Industry and Commerce reported on the progress of suggestion handling and next-step plans. The representatives expressed satisfaction with the handling results.

Zhang Cheng emphasized that optimizing the business environment is crucial for the high-quality development of the private economy and impacts Cixi's urban appeal and competitiveness. He stressed adhering to the principles of "strengthening concepts and refining brands", focusing on problem-solving and enterprise needs, and exploring the establishment of compliance support systems and collaborative mechanisms with Cixi characteristics to optimize the law-based business environment with greater resolve. He called for "enhancing capabilities and improving services", strengthening a "user-oriented mindset", actively transforming corporate "demand lists" into government "duty lists", and improving the precision of judicial work and the efficiency of administrative services to optimize the law-based business environment with more concrete measures. He also urged "strengthening management and improving quality and efficiency", emphasizing the need to standardize government actions to allow enterprises to focus on operations while also regulating enterprises to ensure lawful business practices, thereby optimizing the law-based business environment with higher efficiency.

Zhang Cheng stated that the municipal government and its departments will treat the handling of representatives' suggestions as an important way to understand public sentiment, gather wisdom, build consensus, and improve work. They will continuously enhance the quality of suggestion handling, responding to the voices of representatives and the expectations of the public with more solid efforts, pragmatic approaches, and effective measures. He expressed hope that representatives would continue to deepen problem research, actively offer suggestions, and jointly promote the continuous optimization of Cixi's law-based business environment.

Sun Bainan pointed out that representatives' suggestions are an important form of legally fulfilling their duties and supervising the work of state organs. The number of suggestions submitted at the Fourth Session of the 18th Municipal People's Congress hit a record high. Based on the handling progress so far, the municipal government leaders have taken direct command, and all handling units have collaborated effectively, driving new progress and achievements in suggestion handling. The Municipal People's Congress Standing Committee will continue to thoroughly implement the Deputies Law, further improve the full-cycle management of representatives' suggestions, and work with the "government, supervisory commission, courts, and procuratorate" to increase representatives' satisfaction and enhance the public's sense of benefit.
